Abstract:<\/h2>\n
Background\/Context: Each year, approximately 1000 injury-causing collisions and nine fatal collisions occur on the Region of Peel's regional roads. Injuries and deaths take a toll not only on those involved but also impact healthcare, community and social services. Most of these collisions are preventable using strategic and effective road safety initiatives that include infrastructure, planning and design changes, enforcement, public education and empathy. Developing a safer transportation system has the potential to not only reduce motor vehicle collision injuries but also improve health outcomes by promoting a safe and supportive environment for active travel. Given this, Peel Public Health and Transportation staff began working together, for the first time, on a road safety plan employing Vision Zero principles (i.e., safe, healthy, and equitable mobility for all) and in September of 2018, Regional Council approved Peel Region's first ever Vision Zero Road Safety Strategic Plan (RSSP).<\/p>\n
Aims\/Objectives: The Region of Peel's RSSP has a vision of zero fatal and injury collisions for all road users and a goal of a 10% reduction in fatal and injury collisions by 2022. The RSSP aligns with Peel Region's Strategic Plan direction of enhancing mobility, walkability and various modes of transportation, and a community where the built environment promotes healthy living. The RSSP is also meant to increase alignment, and decrease duplication, of road safety efforts between Transportation and Public Health staff within Peel Region.<\/p>\n
Methods\/Targets: The RSSP is directed at those who influence the transportation system (e.g., decision makers, policy makers, traffic engineers and other road safety stakeholders in Peel) to ensure safe travel for all road users in Peel, including those most vulnerable (i.e., pedestrians, cyclists and school aged-children). The RSSP also requires Regional Transportation and Public Health staff, local municipal partners and other road safety stakeholders in Peel develop a 'traffic safety culture', to ensure safety is a top priority in transportation planning and decision making.<\/p>\n
Results\/Activities: The RSSP includes over 100 engineering, enforcement, education and empathy countermeasures with varying time frames for implementation (anywhere between 0-5 years). The countermeasures are centered around six \u02dcemphasis areas' (i.e., intersections, aggressive driving, impaired driving, distracted driving, pedestrian collisions, cyclist collisions) and two 'awareness areas' (i.e., trucks and school zones). A Vision Zero Task Force and various subcommittees\/working groups will oversee the implementation of the countermeasures.<\/p>\n
Transportation and Public Health staff also continue to coordinate efforts to better characterize the problem of motor vehicle collision injuries in Peel. This involves analyzing police collision and hospitalization data to better understand injury patterns and causal factors and Network Screening to determine locations with the greatest Potential for Safety Improvement (PSI). This information will help guide the implementation of the RSSP countermeasures moving forward. In the meantime, Public Health and Transportation staff have volunteered to represent Peel Region as a pilot site for the Traffic Injury Research Foundation's 'Zero Ready' tool, a web-based resource to support community initiatives related to Vision Zero and Safe Systems strategies.<\/p>\n
Discussion\/Deliverables: The first major deliverable of the RSSP is to convene a Vision Zero Task Force consisting of Peel Region staff (e.g., Transportation and Public Health), local municipalities, police and other road safety stakeholders. The Task Force will formulate a plan for implementing and evaluating the RSSP countermeasures, with agreed upon outcomes for both Public Health and Transportation that reflect the principles of Vision Zero. This group will also set clear roles and expectations for the partner agencies so that the RSSP can be implemented\/evaluated in a coordinated fashion. Peel Region Transportation and Public Health staff will coordinate and monitor the activities of the Vision Zero Task Force.<\/p>\n
Through this process, it has become clear that shaping Vision Zero as a health and transportation strategy adds credibility and rigour to the RSSP. Several key factors have enabled Transportation and Public Health to work together, including:
\n* Support from Regional Council and senior leadership within Transportation and Public Health (e.g., Commissioners, Directors, Medical Officer of Health)
\n* Coming to a shared vision for road safety and presenting a united front to Regional Council (i.e., a joint Public Works and Public Health council report)
\n* Public Health involvement in Regional Transportation projects (e.g., environmental assessments)
\n* Staffing dedicated to supporting the integration of transportation and health objectives, including regular interdepartmental meetings to discuss Transportation and Public Health Priorities
\n* Use of complete datasets, which is particularly important for multi-jurisdictional communities<\/p>\n
