He likes to say that CARSP was born on a bus that was touring Mount Royal during the Multidisciplinary Road Safety Conference as the CARSP conference was known then. He has been on the CARSP Board of Directors a number of times and has been the CARSP President twice. He is currently the Vice President of CARSP as well as the Chair of the Structure and Governance Committee and a member of the Executive Committee.

During the past year, he has been the Chair of CARSP’s Membership and Marketing (M&M) Committee, which has succeeded in raising CARSP membership numbers to roughly 635. A membership campaign is currently ongoing to increase it further. M&M has also organized eight webinars during the past year, which have been well attended and positively reviewed by attendees. The M&M has been involved in providing advice on a survey of front-line police officers in Ontario regarding their views and practices about traffic enforcement. Brian is a member of the team that is conducting this survey.

With respect to the next year, Brian would like to achieve the following, working with the new CARSP president Liraz Fridman and the rest of the CARSP Board:

Increase CARSP’s membership to at least 700 members by the end of 2025 and seek more members from those regions with relatively few members (e.g., Maritimes, Quebec, etc.) and members working in other areas of road safety (e.g., vehicle manufacturers, insurance companies, police enforcement).

Given CARSP’s vision and mission, he would like to see more governments and non-governmental organizations in Canada adopt the United Nations’ goal of reducing fatalities and injuries by 50% over the next 5 years, by 2030.

While CARSP already has a formal partnership with the Institute of Transportation Engineers (ITE) Canada, he would like to see more of these types of partnerships so that we can collectively work to improve the level of road safety in Canada.

Conduct a survey of our members to determine their satisfaction with what CARSP has been doing since the last survey was conducted several years ago and to determine what they think CARSP’s priorities should be in the future. The results of such a survey will provide some guidance when the CARSP Board prepares a new strategic plan next year.

Secure funding from federal and provincial governments, as well as the corporate sector, to support its various activities year-round and not just for the CARSP conference. This funding could support research projects, workshops, student scholarships, and other activities.

As most readers of the Safety Network Newsletter know, the 2025 CARSP conference was held June 21-23 in Quebec City. The conference was organized by CARSP, Parachute, and the International Co-operation on Theories in Traffic Safety (ICTCT). It was very successful with 230 delegates from across Canada and other countries (e.g., United States, Sweden, United Kingdom, Austria, Japan, New Zealand). There were keynote speakers at the beginning of each day who spoke about the role of new technologies in implementing Vision Zero, speed management, micromobility, the risk of bigger vehicles to safety on our roads, as well as numerous concurrent sessions addressing risky driving prevention and enforcement, autonomous vehicles, equity and road safety, road safety policies and plans, among others. The papers and PowerPoint presentations will be posted on the CARSP website so that conference delegates can access them.

In addition to these presentations, there were also bike tours, a tour of the Traffic Management Centre in Quebec City, and a Vision Zero walkshop. CARSP’s Young Professionals Committee (YPC) did a great job of getting young people involved in the conference and conducting the mentorship activities for them. CARSP held its Annual General Meeting during lunch on Wednesday.

About half of the delegates completed a survey asking how they liked various aspects of the conference. 95% of respondents were either very satisfied or satisfied with the conference. About 36% of the delegates were academics and about 26% were transportation engineers in government or the private sector. More results of this survey will be made available in the future.

Even though there was all this activity during the three days of the conference, there was still time for delegates to network with their colleagues and enjoy the beauty of Quebec City.
