The purpose of this study is to evaluate the progress made on the level of road safety in Canada from 2016 to 2023, the first seven years of Canada’s Road Safety Strategy 2025.

Data from Transport Canada’s National Collision Database on fatalities and serious injuries were analyzed for the period 2016 to 2023 (most recent year for which national data are available) and compared with the baseline period 2011 to 2015. The percentages of these fatalities and serious injuries that involved non-use of seat belts, speeding, driver distraction, alcohol, other drugs, intersections, young drivers aged 16 to 24, pedestrians, motorcyclists, bicyclists, commercial vehicles, and fatigue were also determined for 2016 to 2023 and compared to the baseline.

Brian Jonah

Brian Jonah

Brian Jonah has been working on road safety for 48 years. He is currently a research consultant in Ottawa and Vice-president of CARSP. He has completed projects for Transport Canada, Health Canada, the Canadian Council of Motor Transport Administrators and the Center for Disease Control, among others.

Brian retired from the Road Safety Directorate of Transport Canada in November 2008 where he had been the Director, Road Safety Programs responsible for collision data collection and analysis, including collision investigations, road user and road infrastructure research, the development of road safety related strategy and programs, and communications with the public.

He has worked over the past 48 years on road safety research, vehicle safety regulation, and policy and program evaluation, with particular emphasis on impaired driving, seat belt use, distracted driving, risky driving, and young drivers.

He is a founding member and past president of the Board of CARSP. He has been a member of several Transportation Research Board Committees including those on impaired driving and occupant protection.

Paul Boase

Paul Boase

Paul Boase has a combined BA in Sociology/Psychology from York University and an MA in Psychology from the University of Toronto.  He began his career in Road Safety with the Ministry of Transportation Ontario as a Research Analyst and then moved to Transport Canada as Manager of Road Users.  He retired from Transport Canada in December of 2023.
