Abstract
In Quebec, there is no regulation regarding personal mobility devices (PMDs). The Ministry of Transportation (MTQ) will introduce in 2013 a temporary legal frame for motorised wheelchairs, three- and four-wheeled motorised scooters. This legal frame is analyzed through a pilot-project that will document the actual conditions and potential effects of the proposed legal frame. It is important to account for the special mobility needs of these users, as well as the safety of all network users. This article presents the results or a real-life data collection done with GPS video cameras. Results show that PMD users are cautious of other users and they respect traffic lights and stop signs. PMD users ride at 9 km/h but slow down considerably on pavements (6 km/h). In many cases, even though a pavement is present, half the users will avoid it, because it is uncomfortable. Inversely, cycling infrastructures, which appear safe and comfortable, are used on almost all occasions, if they are present (94 %).
