Abstract

To address the continued high crash profile for young novice drivers, a new Graduated Licensing System, including a new practical driving test for licence applicants, was introduced in Victoria, Australia. The vision was to develop a test that would assess critical driving skills and that could help to discriminate between licence applicants who have completed the mandatory 120 hours of supervised driving practice and those who have not. In the research and development, VicRoads formed an expert group to guide the process and undertook extensive in-car, on-road trials. On 1 July 2008, Victoria successfully introduced a new practical drive test that was based on the available research, expert advice and practical trials.
