Abstract
The Road Safety Audit (RSA) process is a way to manage and mitigate risk road safety in the planning and design of major highway projects. The RSA recommends ways to improve the level of safety during the design phases prior to construction and operation. RSAs are typically conducted at the end of key project milestones such as planning, preliminary design, detailed design or pre-opening, as per the Transportation Association of Canada’s (TAC’s) Canadian Road Safety Audit Guide (Ho, Zein, & de Leur, 2001). TAC’s safety audit guidelines, however, provide little guidance about how to conduct a safety audit for a design-build project. This paper proposes the staged RSA approach that was created and successfully used to address the unique challenges of a Autoroute 30 Public Private Partnership design-build project in Québec.
