- Laws around modified vehicles – the legal basics around roadworthy vehicles in Ontario and the who, what, where, and why of modifications (what is and is not legal)
- Projects to combat illegal car meets – Police enforcement response (case study)
- Technology/Innovative Strategies/New laws and Partnerships – As the safety and security concerns of business owners, residents, other road users and police continues to rise, so does the number of car-meets, the number of attendees, and the amount and severity of unsafe and illegal activities. Police have joined with other road safety partners including the Region, and its nine local municipalities to find innovative ways to combat the growing concerns. Todd Snooks
Constable Todd SNOOKS started his policing career with Peel Regional Police (PRP) in April of 1997 before transferring to York Regional Police (YRP) in April of 1999, where he continues to serve. He has been engaged in many areas of policing throughout his career, including uniform front line duties, Forensics, Coordinator for York Region Crime Stoppers Program, YRP Underwater Recovery Unit Dive Supervisor, Youth Coordinator, OPP for a three-year term in ViCLAS (Violent Crime Linkage Analysis System) as a Serial Crime Behavioural Analyst, YRP Peer Support Mental Health Unit and a member of York Region Critical Incident Stress Management (CISM) Team for more then 20 years. HE has been in the Road Safety Bureau since 2019 as an Enforcement Officer and Breath Tech.
In 2021, Todd became the Road Safety Bureau’s Programs and Partnerships Coordinator. In his role, he has created new partnerships with leading organizations in road safety, which led him to join CARSP. Todd sits on 13 road safety committees that include partners such as York Region and its nine municipalities, CAA, MTO, York Region School Boards, Metrolinx, Public Health, Arrive Alive, MADD York Region, Parachute Canada, etc. His position engages him as a liaison stakeholder for YRP with all levels of government, other Ontario policing services, and other road safety focused agencies in data collection and sharing, education, enforcement, and engineering through collaborative building and implementing of road safety programs, initiatives, social media campaigns and design and implementation of traffic calming measures. “Everything we do is through the lens of Vision Zero and Safe Systems Approach”.
Elected to the CARSP Board in 2023, Todd is honoured to be presenting to you on the topic of modified vehicle laws, stunt driving laws and our and our municipal partner’s innovative strategies for dealing with the growing concerns around street racing and illegal and unsafe driving behaviours.
