This webinar presents findings from two data sources and methodological approaches used to analyze motor vehicle collisions involving pedestrians in Winnipeg. The session will cover key factors influencing pedestrian safety, including access, mobility, and the built environment, such as intersections, arterial roadways, and high-risk hotspots.

The presentation includes a traditional “Collision Analysis” of data from 2012 to 2020, highlighting the frequency and severity of pedestrian-related collisions, and a “Transportation Equity Analysis” to identify systemic deficiencies leading to fatalities and serious injuries. Additionally, the study visualizes pedestrian collisions at various geographic levels to examine equity impacts and patterns, emphasizing the areas with the highest concentration of incidents. Key findings, equity analysis results, and recommendations for improving pedestrian safety will be shared.

Jairo Viafara

Jairo Viafara

Jairo Viafara is currently a semi-retired transportation planner and is working as a pedestrian safety and equity advocate. He has worked for Canadian agencies and U.S Metropolitan Planning Organizations (MPOs) in Florida, North Dakota/Minnesota.

Jairo advanced congestion management studies, maintained and updated a county-wide Truck Routing Plan Ordinance and Routing Map to facilitate the safe and effective movement of goods, people and services.

He contributed to the development of the Province of Manitoba’s energy efficiency and emission reduction mandates including vehicle emission’s policy evaluation and new technology acquisition.

Working for the Grand Forks-East Grand Forks MPO, among others, Jairo developed the Environmental Justice Manual, the Discovery School Safe Routes to School Plan, the Pedestrian and Bicyclist Crash Data Analysis and the

Bicycle and Pedestrian Element (2045 Long Range Transportation Plan).

Most recently, Jairo has been analyzing traffic collision data involving pedestrians and assisting local decision makers with recommendations to improve pedestrian safety in the City of Winnipeg.

Jairo attained a Master’s Degree City planning at the University of Manitoba.
