Position Highlights

ICBC is seeking a Director, Road Safety, Registration and Licensing to provide strategic and operational leadership for its road safety, vehicle registration, licensing policy, and specialty vehicle services portfolios.

Reporting to the Vice President, Insurance & Chief Actuary, the Director will be responsible for developing and implementing road safety strategies, overseeing vehicle registration and licensing programs, guiding policy and regulatory initiatives, and supporting the effective delivery of specialized registration services.

The Director will lead a multidisciplinary team and work closely with government, industry, municipalities, law enforcement, community organizations, and other partners to advance road safety and vehicle registration and licensing priorities across British Columbia. The position will also represent ICBC in national and cross-jurisdictional forums related to road safety, transportation policy, and motor vehicle administration.

A key focus of this leadership role is ensuring that ICBC remains responsive to emerging road safety trends and continues to improve its programs, services, and public safety outcomes.

Main Responsibilities

  • Provide executive leadership for ICBC’s road safety, vehicle registration, and licensing portfolios, establishing strategic direction, priorities, governance, and performance expectations.
  • Lead and develop leaders and technical experts responsible for road safety programs and operations, registration, licensing, and specialty vehicle programs.
  • Lead ICBC’s Safe and Sustainable Mobility Strategy, including the development of data and partnership strategies that support meaningful improvements in road safety.
  • Direct organizational and workforce planning, succession planning, and resource allocation to ensure the department has the capabilities required to meet current and future needs.
  • Support teams in delivering high-quality, efficient, and compliant services while meeting operational, financial, customer service, and public safety objectives.
  • Champion transformational change initiatives and strengthen the organization’s ability to respond to evolving regulatory, business, and customer requirements.
  • Guide the development of registration and licensing policies, legislative proposals, and regulatory initiatives, while providing strategic advice to support government and organizational decision-making.
  • Promote data-informed decision-making, research, innovation, and continuous improvement by applying analytics, emerging trends, and industry best practices.
  • Build and maintain strong relationships with government, law enforcement, municipalities, industry partners, and community organizations to advance shared road safety and policy objectives.
  • Serve as a key member of the leadership team, providing executive-level advice on road safety, registration, licensing, transportation policy, organizational change, and workforce capability.

Position Requirements

Education

  • Bachelor’s degree in business, public administration, transportation, public policy, social sciences, engineering, or a related field.
  • A Master’s degree is preferred.

Experience and Expertise

  • 10+ years of progressive senior leadership experience in areas such as insurance, road safety, transportation, public policy, registration and licensing, or a related field.
  • Senior-level experience involving strategy, operations, policy, external relations, and organizational transformation within a complex regulatory or public-service environment.
  • Strong knowledge of road safety, crash prevention, behavioural change strategies, and evidence-based program development.
  • Understanding of vehicle registration and licensing programs, legislation, regulatory frameworks, and public policy development.
  • Demonstrated understanding of government processes and the relationship between policy, operations, and public-service delivery.
  • Experience with strategic planning, operational leadership, business transformation, workforce and financial planning, project management, organizational design, and change leadership.
  • Excellent communication and influencing skills, including the ability to communicate complex or sensitive issues clearly to government, industry, partners, and the public.
  • Strong negotiation, consensus-building, conflict-resolution, and relationship-management skills.
  • Demonstrated ability to lead and develop large multidisciplinary teams while promoting accountability, collaboration, innovation, inclusion, and continuous learning.
  • Strong strategic and systems-thinking skills, critical analysis, and sound decision-making abilities.
  • Ability to operate effectively in a high-profile, politically sensitive, and publicly accountable environment.

Work Arrangement

The position follows ICBC’s hybrid work model. Employees currently work a minimum number of days at their primary office during each four-week period, with the remaining eligible days worked remotely within British Columbia. ICBC notes that this position will move to three days per week in the office starting in September.
