Abstract:

The New Zealand Government’s Safer Journeys Strategy (the Strategy) promotes a Safe
System approach to reduce casualties on New Zealand roads and defines its vision to achieve
“a safe road system increasingly free of death and serious injury” [1]. As part of the Strategy, a
number of key actions (2011/2012) for the Safe Roads and Roadsides element of a Safe
System were developed. The key actions include reducing the number of fatal and serious
crashes and casualties on the high-risk sections of New Zealand’s state highways and local
roads as one of the potentially most effective initiatives. This key action initiative involved the
development of a High-Risk Rural Roads Guide (the Guide) [3], which would help industry
practitioners identify, target and address key road safety issues for high-risk rural roads.
This paper describes the Guide, the history of its development (strategic context), an overview of
the content and key processes provided for within the Guide.
